Upon promulgation of Social Education Act in 1953, to promote social education, Taiwan Provincial Government prepared to establish Provincial Social Education Centers in northern, central, southern and eastern Taiwan. Preparatory Committee for Hsinchu Social Education Center was established on 21 May 1953. The Center was formally opened on 30 April 1955 under Department of Education, Taiwan Provincial Government. Department of Culture was founded by Taiwan Provincial Government on 15 May 1997. The Center, along with nine other provincial social education institutions, was then under the Department of Culture. Under streamlining of Taiwan Provincial Government organization, the Center was under Ministry of Education in July 1999.
To help integration and use of resources of libraries and museums commanding system, the Executive Yuan transferred 4 social education centers to be under the Council of Cultural Affairs (hereafter CCA) in April 2007. On 4 March 2008, CCA promulgated Organizational Regulations for National Living Art Centers, Enforcement Rules of National Hsinchu Living Art Center and Organizational Table for National Hsinchu Living Art Center . On 6 March, National Hsinchu Living Art Center was formally founded as the Level 4 institute. The first director was Mr. Su Chieh-Te. And Mr. Chuang San-Hsiu is the current director. Since then, we have been responsible for promoting, community living art, community empowerment, community culture, characteristic industry and community art performances.
